The big pollution makers are miners and furnaces, both of which only pollute when they are working The boilers will not overproduce steam, so if you are not consuming power at 100% they govern themselves to only produce the steam and pollution that is being consumed at that time. It's actually the boilers that produce pollution not the engines.
